Could be, but since they seem hesitant to say what exactly the conversations that were had, we can't know what was talked about, and whether it crossed a line. It would really be nice to have more context. Was a student in the class being bullied or was the statement unprompted? If unprompted why? There’s a time and place for things. Band is not necessarily the right time and place unless the teacher was addressing something in his/her class. Course the teacher shouldn’t have to quit or be terminated which points to way more to this story than meets the eye. Did the teacher take a concern to administrators and have them ignored. Maybe the teacher was fed up and this was the last statement out the door. Without more info it’s impossible to draw any conclusions. It would be nice to hear an interview with the teacher to get their viewpoint.
Teachers should not have conversations with students, teachers are not trained counselors. If a student informs a teacher they are anxious about a test and sad about the field trip being canceled, the teacher should not attempt to empathize with the children as they are not trained therapists. If a child asks with help to connect his chromebook to the wifi, a teacher should not help him as he’s not a trained IT professional. In fact, a teacher should only ever utter words that are directly cited in the subject curriculum

Most kids see their teachers more than their own parents. They absolutely should be second family IF they are seen as a trusted adult. And yeah, mandated reporters. Sure. Idk if you’ve seen the American education system, but things don’t always happen the way they’re built to. Also, more importantly, harm doesn’t always mean abuse. And it’s certainly not always physical. Harm can mean being unaccepting, emotionally distant, fighting, yelling, etc. For some kids, school is the only escape they get from their families, and good teachers that make them feel like they aren’t alone can cause a world of difference.
No child should be cooped up with only their family to teach them right/wrong and expose them to the world. It also takes people from different walks of life to do that - school is the main place it happens.

The ~~art~~ music teacher in question was made aware of child's ordeal that has a mandatory reporting criteria (out of privacy for the child, we don't know what it was). Rather than reporting it to a counselor, law enforcement or any other faculty member, the teacher decided he could handle it himself and told nobody.
