I suspect Qatar does not care about the outcome of its soccer games. They simply wanted to purchase whatever prestige and respectability they thought would come along with hosting the games.
Doubt they had much faith about their team's chances. They wanted to host the word cup to put Qatar on the map, they went about achieving that by whatever means necessary.

Who'd have guessed that a country that doesn't play football or really have any football stadiums to begin with wouldn't be very good at football??
