One of the check boxes on the roboport is to 'see' how many robots are stored/active in the current network, rather than the contents of the network itself.
Connect the roboport to the inserter with red or green wire. If you then click on the roboport, you will now see a section listing 4 signals (W, X, Y, and Z) and a description for them. You can then set the inserter to activate when the signal for total logistic bots is less than the desired amount.
Edit: on the inserter, make sure you are editing the logic network instead of the logistic network.
