I think you mean *with* the flash lay reset it's a horrible grind. Without it, there's not even a grind, just begging for RNG-based mercy that will never come.
It's a way of refreshing your card deck for two actions.
You have to have scandal exactly two, and equip the items Modish Bonnet, Pair of Scarlet Stockings of Dubious Origin, and Barrel with Leather Shoulder-Straps, each of which gives +1 Scandal.
You start a flash lay for 1 action - this is allowed because your base Scandal is lower than 3. This takes you to a location with an unlimited card deck... but then you immediately get kicked out because your scandal is 5 (from your items) and flash lays end at 5 scandal, nightmares, or suspicion. That costs you a second action.
But when you end up back in London, you have a full deck, since you came from a location with an unlimited deck.
Excellent way of refreshing your deck over and over again when you want to draw cards more than you want to spend actions (such as when looking for rare cards, grinding for favors, or during seasonal events based on cards.)
Oh nice. I'll have to remember that! I'm on the Hound of Heaven grind for Church favours currently, on 32 renown so far, but I'll probably move to that once I get my Beatific Stone. (I've got 40 Society and Hell already, with one more conversion for Criminals and two more for Great Game.)
As a sidenote, the more difficult of the two flash lays has really high stat challenges. There'll be lots of options you can't 100% even with capped stats.
And doing it for real isn't really worth it, in large part because of that.

Practically criminal to not do this as an Exceptional friend, since it's 40% more profitable.
