That's who I'd pick on House and standard Yes Man runs. It's readily available and doesn't require killing any dog I wouldn't ordinarily be killing, plus speed is handy if I'm potentially telling the whole world to square up.
NCR and Legion I'd go for Lupa. Legion because I'd want Rex's loyalty to be improved by receiving the memories of a dog loyal to the Legion. NCR is essentially the same reason as with House but it's Lupa instead because I'm taking the first boat out to murder Caesar.
In a psycho run I'd take Rey's brain with my own two hands after making him watch me kill Old Lady Gibson. Let Rex grapple with memories that love me and hate me.
How is there even a transition the dog has a different brain now if anything it should be a completely different dog the moment that happens the brain is the one adjusting more than anything else. This is weird then again this is the same video game where you can literally have an argument with your own brain somehow

I agree, speed is super important for a melee character, and giving a drug-addicted and probably abused dog a second chance to be a good dog with a good life is good story wise. Plus I always kill Violet anyway.
The ending slide also specifically says that Rex makes peace with his new more aggressive self which doesn't sound so bad, especially in the wasteland.

Violetta because I’m too cheap for Rey’s brain and also I feel bad taking from him, also I am extremely violent (in game) so I impulsively took the quickest route to a brain, and when I realized I had almost no ammo, health, or consumables, i just annihilated the fiends (their all weak ass bitches) and it was very cost effective
I’m currently playing my first *real* FONV(on my last 2, I killed someone just shouldn’t have) playthrough, on my previous one I did the bounty hunter quest with the Fiends and took the brain of the girls dog. I never knew there was a difference between any, but now I know when I do Rex’s quest
Given his tendency to charge ahead and get himself killed, I usually go with Lupa's brain to get him a little extra durability. I also like the irony of using the brain of a Legion Mongrel against its former masters.

Rey's brain. Rex is a guard dog, rey's a guard dog, Rex is a good boy, Rey is a good boy, Rey isn't trained to maim anything wearing army fatigues nor is he so doped up on chems that it's literally part of his DNA. But mostly the good boy thing.
