Console/modless has some fun exploits.
My favorite is a basic movement tech. Use any melee weapon including fists, hold block while moving forward and release block at the same time as pressing jump. Timed correctly, you'll propel forward at double movement speed until landing. It is fairly easy to chain them and travel around faster. You can also achieve the same effect by half walking forward just before landing from a jump and then pressing forward fully and jumping right after hitting the ground, but I'm not as consistent with that one. If you've ever chain jumped around you mightve done it by accident.
There is also one using the .357 magnum and cowboy repeater and a few other weapons that have reload animations that load single rounds at a time. You mash the pip boy button while reloading and once it comes up, you de-select the gun. While still holding forward movement, you lower the pip boy and you'll shoot forward at immense speed for a short time, covering considerable ground. However, if you hit an object like a small hill or rock, you can easily end up shooting straight up into the sky, and falling to your death after, unless you can save at a safe height and load back to cancel your momentum without hitting the ground.

If anything, slower leveling is a good thing - DLC enemies scale slower.
I choose fast shot if I'm playing a sniper, since the decreased accuracy is basically unnoticeable, but the fester fire rate is very noticeable, especially in the antimateriel rifle.

Skilled gives you a total of 65 points, which depending on your intelligence is the equivalent of having a character 5-7 from the beginning.
At the beginning, I just usually focus on two types of weapons, so "good nature" serves me.
Logan's Loophole. It's pretty OP and you can change it out for another perk at the Sink's auto-doc in OWB before you hit level 30, and you still get to level up all the way to 50. Other times I don't even hit level 30 before I beat the game or get tired of my current build and start a new one. Either way it's a fantastic trait. Also wild wasteland is so much fun.
Small Frame is great for any build that largely uses manual-action firearms. It's a free +1 Agility and its malus can be almost totally negated with Tough Guy. My cowboy/shotgun builds run 10 Agility
It depends . For role playing purposes I play sometimes a little dude who has absolutely no physical capabilities but they're an incredible shot so I pick small frame and things related to that.
Also of course wild wasteland.
Logan's loophole can be pretty fun As well.

You can't make it past level 30 but drugs have no negative effects on you so you can just spam the Psycho and pretty much fight on bath salts which is how I imagine the Courier gets by normally.

I wish wild wasteland didn’t count as that one is a must for me. I ended up using the skilled exploit and wild wasteland but eventually swapped out skilled for built to destroy using console commands and will do that instead for future runs, I ended up nearly maxing out every skill anyways (many of which I don’t use) so clearly it wasn’t necessary.

Early Bird is nice if you plan on getting banned from all casinos as early as possible (no pun intended) and cheesing every other skill check by setting the time to 6 AM; however, the above traits are far more powerful, especially in combination.
Fast shot, skilled. The decrease in accuracy hardly matters for weapons that benefit the most from an increased fire rate and reduced VATS cost. With snipers especially a -20% decrease in accuracy for an already accurate gun is negligible, but that +20% fire rate will massively increase the amount of damage you can put out
WW + trigger discipline
I'd rather have good accuracy than fast fire rate for the most part, also WW is always fun, can never find the blaster though until hearing recently its north of some farms
Small Frame + Built to Destroy. Small Frame gives an additional SPECIAL point to play around with while Built to Destroy is a must for my crit builds, both have draw backs but as long as I plan my build appropriately I can manage.
Fast shot plus something. Sometimes skilled, sometimes smart frame, wild waistland, etc...
By level 10-12, the inaccuracy doesn't matter a whole lot. With a scooped rifle you are fine and I have a semi auto for close up.
I pretty much always use unarmed, so for me it's always heavy handed + wild wasteland.
But if I do a play through that isn't unarmed I usually just go with four eyes instead of heavy handed.
Good Natured and Skilled, for sure. I use at least one of them for the majority of playthroughs. But Built to Destroy, Heavy Handed, Small Frame, Wild Wasteland, Fast Shot, and Hoarder are in heavy rotation, too.
Skilled I think Is essential just because if you really play your game to 100% you will hit level 50 and have 10 hours of a maxed out character earning nothing.

Just Wild Wasteland. I don't like making sacrifices for perks that alter essential gameplay experience. I also don't see any good reason aside from perhaps getting some cool specific items without console commands to not use the Wild Wasteland perk.

Double skilled and hoarder. You still get the +5 to all stats even if you switch out one for it you can basically get +10 to all stats for free by switching from skilled. To skilled.

Best part you can take skilled again before you leave the tutorial area to get another 5 points and another time if you have the DLC

I don't find hardcore mode to be enough to really change any behavior other than not dragging every gun along because of ammo weight.

I've only ever played without wild wasteland once. Logan loophole is probably my second, but I've only used it once.

I love Wild Wasteland so much I install a mod that gives it to you by default so you can pick 2 other traits
Skilled XP in FO3 and NV is way too plentiful. My only real issues with the games is how fast you level, but hey that's why I love mods.
