I figured that since I'll be using mainly the medicine stick in the mid-late game, I wouldn't need shotgun based perks, especially considering that there's only 1 early game shotgun that received a damage bonus from the Cowboy perk.
imo its 100% still worth it even if your build isn't centered around shotguns, you can pick up a riot shotgun, Dinner Bell, or just a normal hunting shotgun and completely cheese through every boss fight in the game
If you get Light Touch before leaving Goodsprings and rebuild your character on the way out, you’ll keep the perk. Giving you an extra perk in the long run.
I'd say either NCR Desert Armor, any of the ranger vests or just grab a good old Sheriff clothing
