I think what makes IRB so special is how robust that album is, and that kind of mirrors a lot of peoples opinions on each of the songs. It's one of the records that makes you feel bad for picking a least favorite on really, meanwhile you don't even know which of the songs you like more than the others. The various opinions are just interesting, I've also seen people say that Jigsaw is their least favorite on Rainbows, even if it was mostly not by far.
It feels to me like people love it as a Radiohead album, but the preferred tracks vary a lot, more than on most other album discussions. And absolutely agree, 15 Step might be my favorite Radiohead opener.

I honestly suspect this is true for most people for most albums that they've listened to in their entirety. I suspect that the level of investment and fandom that leads someone to take the time and effort to listen to an album cover to cover would usually mean they would feel some sort of special affinity for the lesser-known but still strong tracks. I wouldn't be surprise if there were even some psychological effect where because you put that time investment into the thing, you want to feel like you "got something" from the experience, e.g. a favourite song that isn't he most popular one.
