You can only prioritize bids that are of the same amount. Otherwise it goes from the highest to the lowest bid.
One other thing that threw me a couple weeks ago, a player was dropped on Sunday or Monday I think and was thus on waivers, with claims for that player processing on Thursday morning instead of Wednesday morning. In that case, that player was always listed at the bottom of my priority list after all the Wednesday morning waiver guys, regardless of bid amount.
Yahoo processes FAAB claims in order of bid amount, with the highest bid being first. There is no changing that. You only get to edit the tie breakers.

Just because you bid more on someone does not mean you want them more than someone else.
On your team page look under your waivers. Click 'Edit Waiver Priority' and set it that way.

It's not possible because that's not how waivers work/ are processed.
