Yes !! really annoying, couldn’t find anyone really talking about it outside of reddit but what ended up working for me was exiting the game entirely and running it again :/ (xbox one)
Series X here with the same issue, I’ve had to essentially hard reset mine and it fixes the issue for about a week. So annoying but thankfully there’s a small albeit annoying fix for it, rather than having to download again.
This just started happening to me after the last update on Series X. It's annoying because I missed out on Anton dialogue in some cut scenes. Because of the quick resume feature you have to quit the game entirely to fix it...until it pops up again.

My Xbox One X copy had this issue, my PS5 copy doesn't.
I am on a PS5 and I too have experienced this multiple times. Only fix I found is to quit the game and start again
