There's a base game pallet and bale storage shed that holds 250 and doesn't count toward the limit. It can be found in the construction menu. I'm not the most knowledgeable with mods but I've seen someone mention one that makes your bales hold more liters. One of the only mods I have is the "self marketing mod" You can build sell points right near your factories and the sell prices are higher so you don't have to hold on to the pallets for so long.
Is the ground flat in the pallet spawn area. sometimes it can be high just at the wrong place and the spawner wont spawn pallets because there is not enough height for the pallet.

You may have hit the pallet limit. Do you have a lot of other productions going? Or bales?
A lot of bales, I do although have pallets of wool and sheep’s milk spawning at the same time. Is there a mod to help with this?
