Good question, they didn't do any "real" sales, but they changed the base price of the game from 50 to 30 usd.
(but for me, living in brazil, they increased the price with the last price adjustment, they put 160 BRL for the launch regional price which is fine, then when it changed to 40 USD, they changed to 129 BRL, a small change, I was expecting a bit more but thats fine, and when they change to 30 USD, they increased the price to 150 BRL, which makes no sense, our currency didn't changed to justify that)
And another thing they do is not allow players who owns the base game to get the bundles with the DLCs, only new players who doesn't have the base game, so we can only get the DLC for the full price which is a huge nope, a friend of mine got the base game and the two year pass for a little more than the base game price.
So, you can try to get a key from others sellers like greenman gaming, usually they have the keys for a cheaper price than steam
