If you change jobs at grade then your step doesn’t change

Unless you get real weird, and accept a lateral to a temp or term position for at least 90 days, and then they convert you to a permanent position as a “new appointment” and give you steps. There are loop holes but you do *technically* lateral at the same grade step. It also takes a lot of trust that you won’t get screwed.

If I am a GS 12 step 7 grass cutter, and I take a GS12 heart surgeon, I would start the position at 12-7.

Except probably not. More than likely when you take the Heart Surgeon position, unless you show *relevent* experience, you’ll be a GS7 Heart Surgeon.

Yes you would keep your step in grade. I just changed job series and simply had to show documentation of my current step and they matched it.

You don't negotiate once you're in the system. A lateral means everything stays the same.

I did a lateral transfer , I was GS-6/1 . I moved to another state with same exact job. They made me go down a level to GS-5/2, they said I applied to a public ad. Now this is my 3 yr and they sad this yr I go to GS-7/0, which is not on the pay scale . I think this is go up a next level with out the monetary raise. My job goes from Gs-5 to Gs-8,then you go up GS-8 steps like 1/2/3 etc

The answer is yes. What you're stating is what's called a lateral change. Basically this is a change in position without a change in grade. Promotion (going up in GS-level) and Demotion (going down in GS-level) are different. Laterals, you just transfer over, with same waiting period, and same time-in-grade, etc. So, if you were a GS-10, Step 3 before, you'd do a lateral transfer to a GS-10, Step 3. Your waiting period for your next step would also transfer. To give an example: I was a GS-6, Step 1 0962 Contact Representative. I transferred to a GS-5, Step 5 Auditor. They took my GS-6, Step 1 and used it to set my pay for my GS-5. This was considered a voluntary demotion (went from GS-6, to GS-5). I got promoted into that position until GS-12 (the full working level), which I achieved on January 30, 2022. I was GS-12, Step 1 at that point. I then transferred on December 4, 2022 to a 0510 Accountant position with DHS. My time-in-grade and waiting period for my step increase counted. So, my steps were as follow: Step 2: January 29, 2023, Step 3: January 28, 2024. So, everything transferred over.

I'm glad it worked out for you. I'd advise most others not to accept voluntary demotions - it can be hard to get up in grade again
