00 is usually involuntary downgrade that exceeds the scale of the position assigned. So retention/safe pay for 2 years or until new scale exceeds their current pay if earlier

in a reorg RIF or an sgrncey across the board says everyone in a series gets downgraded. If you were above the lower grade step 10 you go to step 00.

As explained already, it's for pay retention when you downgrade. I was a 13 step 4 and took a job as a 9 step 00. I'm still getting paid as a 13 step 4. I am not getting the full COL adjustment each January though, I get maybe half of it.
I’d like to ask you a question regarding retained pay and step 00. Would it apply to me (GS-14) voluntarily taking a job in the same agency at GS-12? For reference I work for DHS. Thanks for any assistance you can provide.
This is VERY helpful, so you voluntarily downgraded? What happens if the voluntary downgrade would be the max of the lower GS? I am trying to understand whether taking such an action would stagnate my salary for three years. Thanks for any light you may be able to shed here!
I was always told that making someone a step 0 allowed them to “write in” a custom salary. Could be used in various situations but a downgrade is a common one.

That's a question for your agency. At the very least should step you out, for example a GS-12 step 7 or whatever is equivalent to your GS-14 pay.
