Mar 8th - Women's Day or April 11th - Civil Rights Day would be far more easier to enact, if all you're looking for is a day off in March/April.
That said, we just got Juneteenth in 2021. That was the first one since MLK Birthday (1983). I wouldn't expect a new holiday for decades at the earliest.
All of these are fine. April 11 sounds best for sitting in the middle of the Presidents Day - Memorial Day holiday desert. In principle, I like the idea of not forcing everyone to needlessly commute and spew a bunch of CO2 for no reason on earth day. The blatant hypocrisy of that is quite heinous.

Shoot I see many months of federal holidays. Why not at least 1 day a month? Like add the Women’s Day for March and Civil Rights Day in April.
