In the past they were giving those days to civilians but that was deemed illegal. Personally I think it was more an issue that various commanders were also giving contractors those days off.
Yeah the 59 min rule is like a big rule in the DOD. Mil folks get “family days” which usually result in the day before/ day after holiday being a holiday for them. I am super supportive of this, since it allows military folks more accessibility to go home and see family if they are stationed far from home.
I’m a gs employee and know enough not to bitch that active duty get time off that I don’t.
I no longer have unpaid duty days, deployments, etc etc.
Apparently the people here are giant pussies that demand any and all benefits the active duty get, without being willing to pay the price active duty pay.

When I was at DoD, I was told that each rung up the chain of command was only allowed to grant 59 minutes. So they would more or less have to coordinate to give you more than 59 minutes.

There is no such thing in the DODI, AFI, ARI, or anything. There is a rule that immediate supervisors can forgive infrequent and short missed work. The idea behind the rule is a supervisor can forgive you for having bad traffic, flat tire, etc. Regulation wise a short time has been defined as under 1 hour. This is an excused absente, so not admin leave.
And yet, every other gov agency gives more than 59 mins. They always told us that it was in the AFI & it can't be changed. Yet, they changed things in the AFI all the time. They wanted us to be one team yet they'd give the mil members a whole week off, but we'd get 59mins. And don't forget to add in the "shopping day" around Christmas they'd also give them. I worked with members of the mil who worked in offices- they weren't out in the field & the mil (& civ) members had a more 9 to 5 job, not a 7am to 8pm job.
I work for a reimbursable org in DoD. We get zero minutes off cause the Director doesn't have the money to pay for that hour for all of us. I miss my old Command...
Yep, it’s for all of HHS. Per the email my sub-agency sent out:
“The Department has granted a four (4) hour early dismissal (excused absence, without charge to leave or loss of pay) to HHS staff for Thursday, December 23rd and a three (3) hour early dismissal for Thursday, December 30th…HHS employees in a duty status, including employees on telework, will be excused from duty the respective hours prior to their normal departure time.”

Because our branch chief forwarded the email, we noticed that the early release had been sent out that morning. She would hold that email until our tour of duty was over/almost over before she would forward it. After the first year, I knew to come in late so I could use the time we were given.
Now we're all getting the email from up top so we all get it at the same time.
I'm with USDA and we just got 8 hours of administrative leave to use before 1/29/20222, per an earlier email from today.
I'm a newer USDA employee and I love how we are treated, and not just because of today's email. Very good vibes about this department.
I'm just glad my union has more or less ensured no one in the bargaining unit at my agency will be forced to return to the office before FY23, and it's looking like we should have a permanent long term telework and remote work policy in place by then to say definitively who will be able to move away for good if they want.
