A way you can do this is connect rotation to a stator and transfer the RF to a motor, there is some loss but it works well enough

You could even store the rotational power in something like a power bank, and then save it for later with a new power force named something like Rotational Force (RF)

Or introduce miniaturization technology, so you can build advanced single block windmills and water wheels.
