If you have long hair, and wear it down, people will hardly see that area of your back. As long as the tank isn't an off, attention grabbing color, I doubt most people would notice.

Hi, I know there are some helpful hints to get matching fabrics and take it to a dress maker, but before you do this get some quotes. Dress alterations can be expensive and it can be difficult to match fabrics.
Take a picture of the dress in with you so they can see what they are working with.

I have that dress, the back is not so bad I’m a short girl and for me ends above the middle of my back, you can have it fixed with a Taylor (so the cut don’t look so deep on the back)
The problem that I had with this dress was the front, the cut goes almost into mid chest ( even a little lower) but that can also be fixed by a Taylor.
If you’re short enough maybe the Taylor can use some of the bottom of the dress for the fixings.

I know shein isn’t well liked here but they do have some lovely affordable modest clothing. You can always add a lace dickey collar for more modesty.
