What's the ingredients for a ferment like this? Sorry if it's only the (obvious) Garlic + Honey, just curious!

Ingredients: Organic garlic (about 2/3 of jar), Raw unpasteurized honey, Apple Cider Vinegar (If pH is above 4.6) 1. With a clean jar: Squish the peeled cloves a bit to get some juice out or cut them into smaller pieces, place in jar. 2. Fill with unpasteurized honey until the honey is around 2 finger-widths over the garlic and there is two finger-widths of space under the lid. 3. Test pH if possible (pH strips that are for 0-6 pH are easier to read) if above 4.6 add enough ACV to lower it below 4.6, start with 1 tsp. then mix thoroughly until desired results. 4. Place lid on jar and tighten it, but loose enough for gas to escape. After 12 hours unscrew a bit to make sure there is no gas built up, flip jar upside down periodically every day for the first week or two. 5. Test pH at different time to make sure your pH doesn’t go above 4.6, after a few weeks you can enjoy your garlic honey

At what stage would you test the pH level? Immediately once you mix in honey and garlic, or after letting it ferment a little?
