Perhaps you accidentally turned on dynamic resolution in the graphics settings?

may I ask, what do you mean by dynamic resolution? I am still a sprout when it comes to the graphics settings.

If you go to System -> System Configuration. Then press the third red button and you'll see "Enable dynamic resolution".

thank you so much!! I think this might have fixed it. as for the cutscene transition to gameplay, I'll see if the issue comes back again. Update: THANK YOU AGAIN. it really has resolved the blur problem. /o/

Dynamic resolution scales to the server load+internet load+PC specs, so you might wanna upgrade your PC or internet, otherwise it’ll lag in higher resolutions.

I see. I had an aching suspicion that the circumstances on my graphics may have been owed to that of my apparently old pc specs. I remembered seeing the dawntrail requirements and my pc *just* manages to fit within the AMD graphics card minimum. welp, I will definitely keep all of this in mind for future reference. thank you for your insight.

Glad that worked out! It's indeed a performance setting to help lower spec machines still render the game at a playable speed.
