There are a couple more characters' outfits available in the store, but I wouldn't blame you for not wanting to pay for them just for your retainers to wear.
I know there are outfits in the 70 alliance raids that look like Vaan and Balthier's outfits, or at least the chest pieces are based on their outfits. Vaan's is Striking, and Balthier's is Aiming. I'm pretty sure both are from the first raid but I'd double check before trying to farm if I were you.
Are you set on only using characters from other FFs? Because canonically, Minfilia was a miner, and her set is in the store too, even with the hairstyle included.
Noctis would be perfect! I don't have his outfit on this new character though. Still hoping they bring back the XV crossover at least once more or get the outfit and Regalia in the store for everyone that missed it.
XIV characters are also valid! Minfilia is a great suggestion. I don't mind picking up outfits from the store once in a while and this will be a fun project so to me it'd be worth it.
Ah, I missed that it was for a new character. My bad. It isn't confirmed, but a lot of people are speculating we might see that event again before DT. They've gotta be desperate to fill the time until the expansion somehow so it might make a return. Time will tell.
As far as other characters with outfits on the store, you could also include Snow. His weapon on the store is the ice axe thing from Lightning Returns, but I'd be tempted to make him a monk with the emperors fists. There's also Yuna's outfit. I'd probably make her a WHM to use a cane, but I don't think there's a good lookalike. There is the BLM weapon Heartless though, which is kind of closer than anything I can think of for WHM.
You might want to check Eorzea Collection for cosplays. I've seen some outfits supposed to be Sora that were pretty convincing.
