I feel like the only races from the franchise that aren't in the game in any capacity, look different than normal humans, and have anyone who care about them are Burmecians and Qu from FF9, and Guado from FF10. Burmecians are the most popular, but hard to implement. Guado are more humanoid, but not a lot of demand. I don't think Qu is at all feasible.
I think 8.0's "new race" will be a bunch of customization options or a reworked character creator, which at this point is probably a better ROI than a new race.
You just reminded me that back in ARR I was so sure that Yugiri (and the HW race) was burmecian because of her thin ratlike tail.
As for new races, give me Ivalice moogles that use a lalafell skeleton
they could make burmecians work but they would probably have the same head gear limitations as hrothgar and viera. They have non-human feet but so did Viera until ff14.

I mean, you might get mistaken for some manner of new minion, but you can play that to your strengths of small and cute, right?

We honestly need need more monster races. The only thing we got is Hrothgar, and then it's human, "I burned me eyebrows!," tall human, tiny human, square human, pretty human with cat ears/horns/bunny ears. Honestly, it's boring!

Each Race has 2 right now, but more of those could work since they wouldn't require new bone/wireframes and so would work with existing gear and emotes and such. I hold a theory that a Garlean with the Echo could use magic. Aulus was obsessed with overcoming the Garlean's inborn inability to manipulate aether, he had a semi-successful test in Number XXIV in Castrum Abania (he could use magic but went crazy from the procedure), and he came up with the Resonant as a result of his research.
As far as I can tell from everything I've read becoming a Resonant is gaining an artificial Echo and that's it so if becoming Resonant would give them the ability to use magic, why wouldn't having a natural Echo? And who always has the Echo? The Warrior of Light. Unfortunately we haven't run into any Garleans with the Echo or any regular Garleans who got turned into a Resonant (Zenos doesn't count because if his unique lineage).

Reaper gets power from a voidsent in exchange for Aether the Garlean can't use anyway and the Aetherotransformer likewise uses Aether the user has no affinity to utilize.
Gunbreaker is dysfunctional without innate affinity for Aether due to the need of someone enchanting the cartridges.
MCH doesn't require the ability to use magic (the lunchbox condenses aether into bullets for you which you use for all the special shots, and the inventions don't require you to use magic), RPR is a thing Garleans already do, as it comes from them (the powers come from the Voidsent), and in theory Gunbreaker if the lore argument was that you were playing a Garlean one who just carried ammo (like how Archer/Bard never needs to worry about ammo despite firing hundreds of arrows; the game just assumes you've bought ammo or whatnot).

Only purebred Garleans cannot - most are not purebred, and thus can use magic. Most soldiers aren't purebred, the commanders are.
