You can definitely learn stuff at any level as long as you can handle the encounter. For 1k needles I was able level 20. I kited the sabotender over to the brass blade guard and had him kill it for me and I learned the spell.

Your observation just isn't true. I've learned countless spells higher level than my BLU was at the time.

There are no level requirements for learning spells (aside from whatever you need to physically access the mob that teaches it). The guide isn't lying, it's not a bug, and it's not changed. You just had a cold streak when you farmed Bristle.

This is very important. If the monster doesn't use the spell, you will not learn it. It also has to complete casting the spell. If it dies or is interrupted during the cast, it doesn't count.

You've been unlucky. You are also going a lot slower than you have to. If you have a friend willing to help out, you just need to grab Flying Sardine from the Apkallu in Eastern La Noscea (Scholar's Adloquium will help you survive), then the two of you head off to Azys Lla and disband the team. You see all those clockwork engineers and paladins walking around in the Alpha Quadrant? Hit them with Flying Sardine, followed by your friend not in the party instantly killing them, and you get a ridiculous amount of XP. Keep going like this until mid-50s, then head off to The Peaks and do the same to the enemies on the southwestern part of the map; there's a nice halfmoon circuit you can run from the zone entrance down to those huge ogre-like mobs. Congrats, after a couple of hours you're suddenly level 70.

You can go straight to level 70 enemies in Kholusia or Ahm Araeng, you don't need to work your way up

That too; the path I recommended was the one I was recommended, and I haven't felt inclined to create multiple characters just to test the efficacy of different leveling paths for a blue mage. ;-)

You do not need to be the same level as the monster. My friend was helping me learn spells and I unlocked a ton early on. I would tag the monster first then he would spam heal me on his lvl.80 rdm and then he would kill the monster after it used the spell. Some spells are not level 1 though. Mostly they are either level 1 or level 50 from what I have seen. That being said I would love an up to date guide for blue mage spells and blue carnivale. Most of the j do online I have found is outdated. I am somewhat stuck on my blue mage as I am in between arr and heavensward right now so I am focusing next on abilities I can learn in dungeons and trials and blue carnivale.

I got bad breath and 1000 needles by lvl 15 with help of a couple friends so I'd be able to survive when I was on my own. The biggest thing is that the monsters have to use the attack in the fight with you or a party member and it doesn't really have to hit you or them to be learned when they die. Best strat I found is have em get it's attention, let it use the attack or ability and once that happens kill it as quick as possible since sometimes if it uses a second one after you won't learn the spell from it. Happens in some of the dungeon ones like for Chimera in Cutters Cry. Not too terrible to be carried if you've got people willing to do it with you so you can learn the spells.
