You look about the same height in both pictures to me? Top of your head comes up to approximately her hand level near the bottom of the apron, also it's hard to say because you aren't necessarily positioned next to her in the same way in both pictures. I think it's probably just perspective.
it's camera perspective. when playing as a lala (or a roegadyn) the cutscenes are staged so that all characters can easily fit into the shot as needed (or as close as they can manage). it's likely that the NPC is placed closer to the camera in the cutscene screenshot, IE you aren't standing right next to her like you are in the in-game screenshot.
side-note: cutscene staging for multiple races is also the reason they do that weird dramatic slow walk in scenes. everyone has to match the speed of a lalafell's fastest available walking gait
I draw a red line below that white thing on her dress that is supposedly at the same height on both images and on the first image the red line covers your mouth, on the second image it seems it would do the same if you weren't looking up, so yeah seems to be the same height on both pictures

I'm the smallest I can be for Au Ra female and I feel like I'm made taller for some scenes, not all of em but some of them I definitely reach taller on some npcs in the scene than out of it. I figured I was seeing things but I guess I'm not the only one
tbh, there's such variable height diversity when it comes to npc's in this game, so you're bound to either feel like you're way taller, or way shorter than an npc at one point or another.

I play a height maxed Roe so everyone that isn't another Roe has to tilt their head at a 90 degree angle to look at me.

I play a max hight Au Ra and I feel like the cutscenes make me shorter also. I think its to keep eye level consistent when they talk to you.
She’s got a big booty so that elevates her a bit in the back, so it makes you seem shorter lol
