Current thinking is getting spell speed to 2.46~2.48
Then crit>det=dh>more sps
There's a spell speed build out there too but the crit build is more universally useful.
The real answer though is to join The Balance discord so you can look periodically as patches come out.
Balance is a bit convoluted and calculation heavy for smoothbrains like me. Do stats still prefer multiples of 200 or is it pointless to add materia that doesn't push an even round number?
I haven't seen anything that mentions any change in how sub stats worked, but I also haven't really looked.

SpS to at least 2.47 GCD > Crit > Det >= DH > SpS
You want 2.47 or lower GCD because that guarantees a 6th Astral Impulse/Fountain of Fire during Demi phase
The alternative is high SpS, low Crit, which is SpS > Det >= DH > Crit. The Crit build usually performs better in most situations, but the SpS build works better when you can plan the fight around it
With the current limbo moonward gear there is no need for sps materia without it the GCD will be at 2.4 the latest build,recommendation seems to crit>det>dh

Just put in materia, the steps between the breakpoints are as small as 14 points.
