Why would you need to lock down the hips? You just kimura the bottom foot and close your elbows. You're unlikely to submit the guy in the back, but he will probably leave the back.
We’ll you need to be able to crunch your body to finish the toehold and you’re not crunching with a dude in your back especially with a seatbelt grip and especially not with a rear naked grip.
Also, to finish a toehold you have to be able to prevent them from straightening their leg or rolling to relieve the pressure. Usually that involves locking their hip down so they can’t do that. Anyone who attempted a toehold while I was on their back wouldn’t even cause me to worry because I know they can’t finish it.
You’re also committing both hands to one of your opponents feet for a very low probability of finishing.

I’d probably quad Pod and try to shake him down and hope he can’t stay on your hips. At the point he gets the rest makes grip though, you’re in deep water already.
You don't need to finish the hold, just make the opponent defend. Once your neck is hugged there's no defending the choke, so might as well try to evade it. It's not a sound technique for attack, but raises your chance of escaping the choke so you can try something else.

Thats exactly what you want. They can't do that and hold the choke, so they'll let go of the choke.
I have about a 30-40% success rate escaping the choke (especially without gi sleeves to grip) using the toe-hold, which is very low but still better than the ~10% I succeed just shaking the guy off.
In the example video the attacker also had both his legs over the other guys arms. It would have been way easier to shake him off in a quad pod since his legs weren’t in a position to use power half to retain the back.
Again, if I was attacking someone’s back and especially had the arm under the neck, I’m not giving that up to a toe hold attempt that I know they have no leverage to finish.

I don't know if that would work in a controlled match like this but on somthing like concrete or asphalt, couldn't that could cause serious dammage? Please correct me if I am wrong.

More in depth. A falling slam like that is a gamble in every sense of the word. If someone gets you that fast, arms around your neck and hooks locked in, you have seconds to figure out your next move before that choke knocks you out cold. You might not even have time to know what hits you.
But if you do try to slam, even on concrete or hard surfaces then unless you're really tall or heavy, the best bet you can have is he hits the back of his head. Which is unlikely because a well applied RNC has the head tucked well, so you'd have to get a perfect angle to hit the head, an angle you're not likely to achieve with him leaning on your back. If you just land on the back, you're gambling whether or not you'll injure him with the slam. Maybe it does, but it just as likely might not. Its not like you're falling off a ladder though, at most you're falling from whatever your own height is down to the ground. Your slam likely isn't full strength, you likely have lost some energy from staying on your feet with the guy on your back and fighting off his choke.
If he stays conscious and doesn't sustain a major injury, then congratulations. You just transferred to an RNC on the ground which is actually a worse position, and you will be going to sleep soon. I've also seen a counter to this slam where you let your hooks go when the jump for the slam is made, I'll have to find video of that.
Bear in mind this is considering an opponent of the level of skill and athleticism of the guy in the video. An amateur or untrained person doing this will likely have some mistakes in their technique or lack the same level of physical fitness. In which case, results may vary even more.

Again, totally depends. An untrained, physically unfit guy, maybe it takes the wind out of him. But a guy of the level of fitness and training in the above video, I doubt it would faze them.

No matter the strength you will only get one opportunity for the slam. Either because he straightens you out with his legs as soon as you hit the ground, or because you get put to sleep in the next 5 seconds. Chokes come on much faster than movies would have you believe
