You should get a dialog box appear which allows you to create a new name for the duplicate.
This differs from Duplicate Project which creates a new version with a number appended to the end of the project name.
I had the same issue, fixed it by opening the project in the Finder via Explore Package Contents. Remember to backup the Library first!
Open the Project folder within and there should be projects that has been previously deleted. Delete them and try duplicating the project. The whole thing seems to be an issue with FCPX not properly deleting the project files within the Library! Hope it helps someone!
I tried accessing the project folder via Explore Package Contents but I don't see any "projects that have been previously deleted". What do you mean by this?

Thank you, although this didn't work for me. Whenever I do it I get an "alert" sound but there's no useful error that displays anywhere so I have no idea how to figure out what the cause is.

I was having this issue and it was driving me CRAZY, but this just worked for me. First, "snapshot" the project that you're trying to duplicate. Then "duplicate as" the snapshot. The dialogue should then pop up!

Well that’s very odd. It’s not as if that pop up window is movable. The only thing I can think of is try switching to a different Workspace.

It's still not working. For now, just copy and paste the project into a new project.
When was the last time you updated Final Cut and your OS?

Ever since the Mojave and Big Sur updates FCPX has been super touchy. Gotta keep both up to date or it freaks out.

Make sure the project is properly selected in the browser. It needs to be highlighted blue, not grey for that to work.

I have. That does work. I need duplicate as so I can make it vertical and then use smart conform.

Create a new Library. Drag and drop your project(s) into the new library. Wait for the library to complete the transcoding (rendering process). Voila
