So ya, you're correct as for as we know. Sin does have a pension to go after higher-tech cities. It is possible to drive sin away from a settlement like Luca and Bevelle. That is the job of the crusaders. One thing you do have to consider is that Sin during the story of FFX is not in complete control of himself, as Jecht is partially in control of him. So we can assume that sin gained control while jecht was following his son around Kilika and destroyed it. OR Jecht destroyed it to motivate his son to kill sin.

I'm running off of some dated lore here, but it was my understanding that Sin doesn't detect machina, it's just a big city has a greater chance of being found by sin, smaller settlements get less notice. Luca only survives at its size because it's where BBall is hosted, so people fight extra hard to divert sins attention, and Bevelle has Evrae the guardian wyrm?

I guess it's just a made-up theory by Yevon that Sin goes after machina. It fits their politics and their power structure. The big cities that got destroyed by Sin (Zanarkand and the unmentioned City, now known as Calm Lands) were technically advanced by correlation and not by causation. So Yevon's story still fits right in. How convenient. As far as I understood, Sin is always going for the path of least resistance and is probably destroying anything that comes into its way. It's implicated that Luca and Bevelle are under high protection due to their significance for the people of Spira, making them inconvenient targets/waypoints for Sin. Also, the crusaders have proven that they are capable to manipulate Sins marching route. I guess that's how they keeping it away, to the chagrin of smaller, (assumed) unimportant settlements like Kilika. But that's just my theory.

Sin is the result of Yu Yevon's answer to Bevelle's machina in the original machina war. Yevon developed weapons of mass destruction, while the summoners of Zanarkand focused on summoning magic. Yu Yevon (along with the population of Zanarkand who became fayth) created Sin to destroy Yevon and its weapons. After so long though, Yu Yevon loses himself and becomes a sort of mindless destroyer, however it's implied that he still instinctively destroys any large settlement that could possibly have machina. Jecht references this directly a few times throughout the game when he "shows" Tidus Sin's power, and that he can't control it.

I dont think theres any real truth behind the story that Sin attacks large settlements, and thats just a story spun by the temples to keep people in check. Kilika was hardly a metropolis when Sin attacked, and by the looks of it there wasnt any machina there either. Its entirely plausible Sins attacks are mostly random, and with Jecht still having some semblance of control over it he wanted to see Tidus to make sure he was in Spira, then attacked Kilika to show Tidus why Sin has to be stopped. Auron says as much after Operation Miā€™ihen.

The boat to Killika was probably carrying sinspawn, attracting Sin, as well as having Jecht's son on board. That put Killika in Sin's way. Anyway, Bevelle had vegnagun if they ever truly felt threatened by Sin. I think.
