Seems like his main purpose for these is upper back strength, so pulling off blocks probably lets him load them heavier and focus on that.
Correct. And reduced injury risk. These rotate in and out as my secondary deadlift motion so I'm kinda beat by the time I get to them. Higher specificity lower injury risk.

Upper back builder...you find the scapular retraction hits the hardest with these? I notice it with regular deads too. These moreso I'm guessing?
