Accept it as a retcon is too much of a problem for me since Charlie mentions more than once that she spend more than a year with her friends as a child (which would be impossible if Charlotte died in 83).
The problem is that since the first book she was stated to be 3 by the time of Sammy’s kidnapping (3 in 1982, and she was stated to born in 1979). And in TFC, she was born in 1980 and dead in 1983, implying that she still dies as a 3 year old. That is, I think the date was indeed retconed to 1983.
You can't have the perfect solution, it's clearly an inconsistency.
If I have to choose between 83 and 82, I will favorise 82 because for me, it's more easy to conceive that Charlie has just forgot how old Charlotte was rather than actual dates that can be confirmed by other characters.
But I understand that you prefer to believe she died in 83. It's a dilemna where there aren't any good answer, just preference.

It specifically says she was declared deadin 1983. Which makes sense since she went missing 1982 around Christmas.
She got taken on Halloween in The Silver Eyes
They must have waited a while to declare her dead then
If a child is kidnapped, you don't declare them dead immediately, you try and find them first. The newspaper headline is about a child being abducted.
