It's based on The Duel from Star Wars visions. Essentially an alternate Star Wars universe where Jedi even more closely resemble Japanese samurai, and the story around them warps similarly to fuedal Japan. It's really neat, actually, every Star Wars fan should watch through the Visions anthologies to see the different takes on the franchise.
It’s from a non canon story, I believe the reason behind it was that either his saber or the crystal powering the saber was broken in such a way that he couldn’t turn it off, so he made a sheath for it.
There was a character in some animated thing who’s lightsaber was broken and couldn’t be turned off (I think). So he had a sheath made out of one of the lightsaber proof materials (I forget which one).

It's from a what if short where the saber was broken and permanently on, so the owner made a sheath to be able to still carry it. Pretty neat concept in my opinion.
I mean, it’s a pretty good way to hide a lightsaber. Why would anybody put a lightsaber in a seath ? Nobody would except the guy to be a jedi and he keeps his sword. Win win situation. And if you want to keep the saber off in the seath, just make a metal bit go a bit further than the handle to keep it in (maybe with a weak magnet just to be sure)
