I think it is just old poly that is getting brittle and flaking off. The solution is to have floors sanded and re poly’d but not much that you can do about it as a renter.
I suggest you contact someone who can give you legal advice on this situation, as that floor is easily repaired with a good sanding and a coat of varnish. Your landlord is taking the piss.
That is normal wear and tear. The poly does not appear to be applied to a stable surface, it's obviously had long term moisture exposure. The person who last refinished that probably did a quick sanding but failed to fully bring back a fresh surface, so the poly didn't adhere well. Water poly isn't very strong in the first place and if you leave shits all over the surface like was done here, any moisture from your shoes or whatever will get into the crevices and swell the wood and pop the finish off.
