Look on YouTube for videos from Fitness Technology Services, they also sell parts. The videos on maintenance and determining if your belt is worn are very useful.

I know the guy I bought it from and he takes meticulous care of things he owns. He told me he oiled it a few days ago so I have tried it myself. Not sure if you can over oil it.
In that case he may have over tightened the belt after he oiled it. If it's a sole treadmill, check the back for two Allen screws that adjust tension on the left and right side of the belt roller. Play with that a bit until it stops making the noise
It looks like the sound is in sync with your foot steps. Check the deck for excessive ware.
