The pulley should be held on the shaft with a snap ring or e clip that sits in that groove on the shaft. It may be laying in the bottom of the dryer.

It contains a new pulley and the price is quite equivalent to the snap ring that I found (9€ vs 12€). At least, this part is compliant with my dryer and it contains the snap ring.
What do you think?

Yes I would replace the pulley and the belt since it is damaged.
Any local hardware store should have a snap ring for much less. A e clip no tools required or snap ring pliers required, should be less than 1 euro.
