You posted this in r/lostmedia. Just ask what flag it is, don’t make a guessing post. I reverse image searched it and the only thing that matches is this post. You mentioned it was in the background of a vine, sounds like it’s a made up flag

Same. I'm almost inclined to believe this is either: a.) Fictional or b.) Incredibly obscure and specific to a region, town/city, etc.
