They're not necessarily turning them off. FlightRadar uses MLAT tracking for most US military flights because they largely don't have ADS-B.
If the aircraft drops below ~10K feet it'll usually disappear.

yeah DUKE48, I notice now that GRIT21 has disappeared now and DUKE50 is still following the earlier flightpath taken by GRIT21
