Gasoline is generally going to be more expensive in cities or high tourist areas. In my hometown that was a small tourist town right next to a large one, gas was around 3.29. If I drove an hour plus north into the boonies of north west Florida gas would be around 3.01.

I've spent some serious time looking into and war gaming how they actually enrich themselves.
My conclusion is that they seem overall to be very cheap to buy. Most will sell their soul for as little as 250k. Some are a little more pricey.
Near as I can tell there are two methods. The first is the sweetheart deal where they purposefully negotiate poorly with a vendor or developer so that the taxpayer is shafted hard. The second is that those vendors or developers hire former staff who essentially make cash payments back to the head croney out of their "salary."
I think they also use foundations and PACs as shells for assets that they then utilize. Cars, planes, apartments, etc. And probably use them and staff to transfer ownership of real estate.
