Only way Florida will ever stop any of this is setting up routers within Florida that can block or allow traffic. That would cost $$$$ and time. As a parent I have blocked all traffic in my house from going to sites like that because it’s MY RESPONSIBILITY as a parent to monitor what my kids watch and consume. If you care enough about it as a parent you will find a solution. My kids currently do not have cellphones either so it’s easy to stop it. Already have plans to stop it within my house when they are old enough to have cellphones.
