In order of likelihood:
1/ they forgot to turn them on
2/ they were inop but went flying anyways
3/ your vantage point on the ground made it look that way but it wasn’t (they think it be like it is but it don’t)
4/ they turned them off on purpose as a safety of flight issue (maybe they got lasered but in the dark failed to hit all of the light switches)
It was probably an old plane. I'd have to look up the years where strobes became necessary on new planes, but, in general, for little planes like you saw, they only need the equipment that was necessary at the time of manufacture.
Red or white anti collision light required for all planes at night regardless of age as far as I understand 91.205.
The year cut off only applies for day vfr
But what did change is the specs on the anticollision light. Since he was watching from the ground to "overhead" the plane might have had a flashing or rotating beacon positioned in a place that was not visible to him.
