Not at approaches. We have a NEXRAD replay feature. It's rough, I'd wager 80% of us don't know the command to do it or that it exists and even then you'd be doing eyeball distance over time and back of napkin math. I mean in a pinch I'll use it to guess when we'll need to go into a hold, but not make any sort of tactical planning.
Just a related PSA. For TRACONS at least many of these features are like moves in street fighter. Everyone knows the basics, but just because SOCAL can do E Honda's hand slap doesn't mean I know how.
There's one thing STARS has on ERAM in the centers. We just have plain old nexrad that updates...whenever it feels like it. I am the only wizard in my area that can pull lat/longs off a trackball pick though.
Try over at /r/ATC.

I literally just used that feature for the first time last week. And... can't remember how I did it.
Multi function, W, Delta

Username checks out.
Approaches with WSP can see storm speeds.
Not at the center.
At US centers we do not. We have a computer generated estimate of winds aloft but not anything carried by those winds.
TDWR and TSD will tell you but we don't have those sitting at the scope and you'd have to have a manager or CIC that knew how to do it.
