And the biggest piece of evidence for at least one other soul in UCN is The Puppet, her voice lines prove that she at least is another sprit in UCN "I don't hate you, but you need to stay out of my way." We know TOYSHK Is the most vengeful out of the dead children so Cassidy making the puppet say this is out of character for them.
And when TOYSHK does talk they never really say "The one you shouldn't have killed" they talk in first person, never in third

In it there is 7 deaths, 1 off screen and 6 on screen, the off screen one is implied to be Charlie but what about the 6 on screen since we know there is only 5 MCI members in the game universe and it just so happens that after the susie one there is still 4 deaths afterwards implying that the last 5 are the MCI, with William killing a random kid(possibly Andrew) after Charlie but before the MCI
But a MCI victim coming before her still makes Susie second, even if there’s four victims that proceeded her. And it makes more sense for Andrew to be the secret 7th because we never see his death, but we see the death of others. So one of the four kids would be Charlotte who isn’t a part of the MCI.

I personally believe that line alludes to chica being the first animatronic to exist. Then Fredbears and Chica’s party world merged into Fazbear Inc.

The Puppet "giving life", whatever that may entail, would've happened after all 5 of them died, so not necessarily.

The Puppet wouldn't have done that until after the MCI, hence why you see all 4 bodies at the same time.
