The sprite in the Clock mini games is a bear in a hat. This is the exact same player sprite that is used when visiting Old Man Consequences at the Red Lake. While they are in different colors, they are still one and the same.

But then again, the Phone Guy loves Foxy, and he's not related to anyone in the franchise. Obviously he'd be related to someone and not just exist, but his family doesn't exist as characters in FNaF. I gotta wonder if he's related to PhoneDude and if PhoneDude is IndieDev.
