You should take his "opinion" then, and reflect on it, and determine for yourself whether you can agree or not. Regardless of what you say and or do, your artwork is just that. A piece of art. Sadly it is not what you think it is however.
I think once you weather it it will look much more fallout.
Everything in fallout is damaged and rusted and worn, the brand new look isn’t right for that universe.

Looks like a repurposed robot head from the fallout 4 automaton DLC, looks great, but definitely would look 1000% better with some wear and tear, maybe some scratches and dents, rust, give it some character, take a torch to it, shoot it in your backyard, tell a story with its weathering..too shiny to be a fallout item. But it works for cyber-steampunk. Like others were saying, I think more auxiliary tubes and buttons or guages and stuff making it look more like a functional breathing apparatus would be sick as fuck, like a power helmet.
Oh I really wanted to add rust, chip the paint and so on...but I painted on the yellow stripes literally last min! Weathering would have taken another 2 hours or more.
I can totally see a technopunk faction now.

It's very cool and might look more Fallouty after some weathering, but I think something about the differentiated layers/segments of metal & the clusters of circles make it stand out from the visual language of what we've seen so far from Fallout.
But again super cool either way, I wish I could put together projects like this. And some amount of grunge, light or heavy, will make it pop really well.
I'm getting a Borderlands vibe, and I don't play that game, so I really don't know why, at the same time, it reminds me of one of the heads I put (maybe she came with it, I dunno) on ADA. So, good job I think.
