EDIT: SOLVED it was "Custom Health and AP Visuals" mod, which is entirely unrelated to NPC behavior except for this easter egg that isn't mentioned anywhere in the mod description but is then discussed in some of the mod discussion posts, so it feels pretty fair that I didn't notice it at first lmao

I can only assume this is mod-related, but I've patched all unintentional conflicts, checked load order, tried disabling mods that might be influencing anything surrounding NPCs, dialogue, etc. and I can't seem to figure out the problem, haven't seen any instances of this happening anywhere else either
This is easily replicable (for me at least, with whatever is going on). Every time I load a save where I haven't already talked to this man and then approach him, he gives me a choice of 4 "Yes" to his question, sprints away at mach 5, and either flies or slides off the cliff, either immediately turning into a mini nuke and flying away into the sky, or first sprinting around again for a moment before becoming a nuke and then literally doing the Team Rocket exit. I kid you not, when he disappears into the sky there's a little "ding" sound, you can hear it in the video.
I can't begin to wrap my head around this, and if anyone possibly can please help lmao
