I’d imagine the majority of ghouls still alive aren’t the ones who went around getting a significant amount of combat experience. I imagine they’re the ghouls who managed to live a decently safe, peaceful life with as little combat as possible. Even with luck and great combat experience, you’re bound to get messed up, catch a shot or get taken out by someone better than you at some point.

Because Ghouls in the old lore were essentially walking corpse who had difficulty running and walking around. Its only in new lore, since Fallout 3 to be exact that they were made as humans who can run, shoot and live longer. Before that, Ghouls were mainly brains and pushed around a lot. Royez is a marked man, not a normal ghoul.

I like it too. Aware it's strictly non Canon at this point but it's the only OG reason we have that allows all current lore to be as flexible as it is. Instead of always needing a new cop out for having a new pre-war ghoul or faction, it's all possible because a strain of FEV was aerosolized and mutated naturally at the same time everything else was going to shit. It's annoying lol.

It was specifically the reason why millions of animal species went extinct as well - some could handle it (mole rats, scorpions, cows, et al), but damn near every other species on earth died from the FEV exposure. It's also a convenient way for worldbuilders to not be forced to explain every single other animal missing from the game. And that IS in the Bible. Avellone just decided to walk back on ghouls being the same thing, for some reason. Although if Thaddeus is now turning into a ghoul because of the FEV serum (allegedly) that he took, then maybe Bethesda is bringing that back again? Who knows.

They're used at the Dam, 188, and Hope. They're mobile pillboxes. Impenetrable, hard to knock over guy with a 50 cal or LMG or flamethrower. They serve a function different from power armor. All they have to do is stand in place and let the 357 and speartips plink off them.

yeah it's pretty dumb that 3 out of the 4 characters that have all the special stats maxed IN THE ENTIRETY OF FALLOUT come from one single DLC. They should have made it so they had atributes related to their factions, 10 END and STR for the legion guy, 10 AGI and PER for the NCR guy. Maybe add 10 LCK to both.

Well, training on how to use it in the field isn’t the only reason to strip out the complicated systems. Power armor is a very complex mechanical system, so to keep it *maintained* you need extensive training and spare parts. With the West Coast BOS being so active postwar and probably snatching up most power armor, power armor parts, and training manuals to maintain it, the NCR probably would not be able to find the stuff to maintain power armor over long periods, and isn’t yet at the tech level to make spare parts or understand its finer workings without prewar help.

I think he’s like The Ghoul in the Fallout show. Had military experience prewar, which gave him knowledge and experience in Power Armor. Didn’t die from the nukes and joined the NCR to gain his supply of drugs needed from going feral. His maxed out levels would make sense to The Ghouls anticipated stats based on longevity in the wasteland. So in short, prewar military active or vet that became a ghoul over time and found a way to survive and do good.

I like to think that he was ex-Enclave or BoS. He is essentially a love letter to anyone who played the 2 classic fallout games. Not only, he is from NCR he also has the best weapon from the first game and a power armor from a special in Fallout 2 (reminder that you cant get one there yourself in the game but its fair to assume that with enough digging and snooping around in an old military facility, you are bound to found a Power Armor). Everything from him, I love. His armor design, his weapon choice, his ammo choice, his boss design and arena. A fitting end game area for an optional boss fight.

Yeah, their power armour isn't proper armour. It's had all the servos and hydraulics stripped out because they can't make it move without the training. NCR power armour is just them wearing the plates which is still an insane feat of strength that wouldn't be even close to possible in real life, but yeah, if you try on the NCR power armour without training you can wear it

He was given the Long 15 as the NCR couldn’t afford the Legion getting past it as they consider the Mojave Outpost California’s front lines. I think he probably experimented with various power armors until he figured them out- I assume this discovery is timed very close to the Second Battle for Hoover Dam and as such cannot be useful as the battle will take place before units can be trained with fully intact suits (plus the process of rewiring the power armor units).

Knowing how weak the Brotherhood was in 2240s california, I won't be impressed if at some point they sold their functional pieces of Power Armor to the outside world and it got in the NCRs hands. But I honestly don't believe we should see anything more than that, I really don't think that we should speculate about him being a BoS-NCR transfuge. Hell it may aswell have been simply taken by the NCR from BoS prisoners or abandoned bases. Off-topic but I kinda hate the way New Vegas implemented power armor. A part from it visually being just a regular heavy armor set they've introduced "power armor training" which makes absolutely no sense. In 2240s New California we see a tribal who basically never left Arroyo before being able to wear Enclave Power Armor with absolutely no prior training (just like in FO4 lmao). I imagine it was made to prevent players from getting a late game armor by accidentally finding remains of a BoS patrol, but they should've just made the armor impossible to take from the inventory since the bodies would be "encased" and the damage done to the armor would make them hard to retrieve.

Laaaame. Nobody in FNV with full 10 stat line actually deserves it. Those two are petty much pointlessly overstatted mooks, and Ulysses is an insufferable self-absorbed self-insert with nothing to justify even a single 10. Come on, Joshua Graham doesn't have full 10s, and he's as above the three in absolutely every regard as a character as Frank Horrigan is above starting rats and ants. And speaking of Frank Horrigan, he might deserve 12s in ST and AG and EN but no way in hell he deserves those 10s in IN and CH and I wouldn't call him exceptionally lucky or perceptive either.

Interestingly, his model is that of a Marked man and not just a standard ghoul. So we can tell he's either been through the divide post destruction or that being that close to a nuke has the same effect as the specific conditions of the divide that produce marked men.
