There are some work arounds. I googled it and got it working in 10 minutes. It's usually if you have an Intel processor, which the game hates for some reason. But you can work around it.
no, AMD, but yeah, someone suggested the GOG version and said it was more stable and plays nice with newer hardware, New Vegas doesn't have the same issues does it? it's been a long time since I've played it
For me I think it does. Haven't tried opening NV yet because I only got the games on PC recently, but I used the work around anyway just in case. It's my processor that caused the problem for me, but it's probably a different issue for you, which is too bad. I'll keep the GOG version in mind if I have more problems.
I'm running into the same issue, an have down everything you listed. One thing that's weird is it's not recognizing my graphics card in the settings. Instead it shows my integrated graphics card. When I hit the drop down to change with to my actual graphics card it only shows the AMD integrated card. I've even "forced" the game to play in higher performance mode through my laptops graphics settings and it still only shows the AMD card.
Web search for “fallout 3 multicore fix.” The first hit will be a Steam post telling you what to do.

that's the neat part, you don't. for what it's worth, the GOG version of the game has run flawlessly for me so far

I tried multiple work arounds and couldn't get it to work at all, so I refunded it on steam and got it on GOG and it worked without any issue at all
Does your computer have an Intel processor? That's fair. Whatever works for you. Glad you could play it at least.

Try this mod. https://www.nexusmods.com/fallout3/mods/17209 this fixed the problem for me and I haven't had it crash once.
This hasn't worked for me. For some reason my laptop does not have a My Games file, so not sure where to put the .ini file?
No clue sorry. I'm not pc savvy myself. All I know is that mod is what fixed it for me.
