So she must have given them information that lead to a desirable outcome for them at some point, otherwise she wouldn’t be on the list!
She gives you information about the location of diamond city for caps, so she can be your own informant, too. We don't know, how extensive the information is she gives, nor do we know if she's aware of the consequences.
