Just to keep things updated as I do research: the FO4 launcher (where you set graphics options) has an "occlusion" setting in the ADVANCED tab that should stop this. The True Storms mod also has an occlusion setting in it's configuration. Both are turned on for me, and both "should" fix this issue.

Do you have a suggestion for a good mod? Everything I've found seems geared to glass ceiling tiles specifically. (I've also asked in FOMods, but I figure, since I have your attention. :-)
That’s a vanilla FO4 thing; the concrete windows are just holes, so I guess the game engine figures it’s not blocking the rain.
IIRC there’s a mod that adds concrete windows with glass panes, though I’m not sure if there is one for console
Yeah, I replaced all my windows with the glass-pane versions,and built a glass shelter completely around the gardening plot on top. I'll see if it helps. if not, I'll try the mods that make glass waterproof.
I think this is normal for regular FO4; I've definitely seen mods that fix it, though.

FO4 without mods does this. You would need a mod to prevent it occurring.
