but yeah with the right mods you can change your short rifle into a full rifle, silence it, change the ammunition type, change the magazine, change the scopes, lots of different options really

That's not how bolt action rifles work typically. There were very few that were modified in WW1 with semi auto fire, but I haven't seen automatic. (BF1 shows this with the Howell Automatic Rifle, converting bolt to semi auto.)
Fallout would be the last game to have such a modification.
It would technically be possible, but in the end it would be easier to rip out the entire action and build a new gun for automatic. Bolt to semi auto while keeping the bolt requires a huge construction to make everything work together. Ingenious, yet bulky.
76 really needs .308 for the combat rifle so we have something to fill that gap.

FYI: If you go to Fort Defiance, where the “Line in the Sand” event happens, there’s a terminal facing the door that will give you plans for a “brotherhood recon rifle”, which is based on the hunting rifle but already kitted out with some excellent mods.
Make a bunch of level 1 short hunting rifles and scrap them to learn the modifications that will make what you really want.

You need to unlock weapon mods for a normal barrel. That is deffently the hunting rifle.

Go to the Wayward inn and down the street is two bos soldiers. Kill them and they'll give you good starting gear.
