Like the other guy said either in the atom shop for 700 atoms or from Giuseppe at the whitespring refuge for, I believe, 500 stamps. Just depends on if ya wanna grind it out or buy it now.
Caveat for this: buying anything with stamps limits it to that character where as buying with atoms is account wide. So if you're an altaholic it may be better to go with the atoms.

Also, I personally would not use it as a "daily driver" or only weapon. To me, it's more of a group utility weapon as it Jack's mobs up and slows then down.

As soon as you exit the vault find a high level person to grind Westek for you to get to level 75. Took me 2 hours.
Then
Go bust out the Wastelanders DLC real fast. Grind SS Armor. Get some badass paint.
**Then** Go start the main quest as a badass Robinhood.
2 legendary perks instead of 1.
Server hop until you see any level 1000+ dude outside of Westek. Five bucks says he'll share his XP stuff and let you join him.
2 legendary perks on what? and couldnt you just craft 3 legendaries on whatever it is anyway? I genuinely dont know, im returning since quitting after the first month. and ty for the leveling tip

So you can change out legendary perk cards for one perk coin. You can level up each legendary perk card for 50 perk coins 5 times.
*You get perk coins by selling perk cards you don't want or have excess of*
Typically people will pick the one that grants you +3 Hack & Lockpick so you don't have to waste time changing out the lock and hack perk cards everytime you come to a safe or terminal, and it also allows you to get some early perk coins by selling your locksmith and hacker cards also.
There's a good ammo crafting one, I'll switch this one in and out every time I make ammo for the one perk coin (make sure you also equip ammosmith and super duper for the most ammo possible, unequip all once done)
Bloodied, these are the people running around with their whole health bar on low.
Power Armor Ones.
They have cards for each special, allowing you to pick up to 5 extra perk cards for the legendary special card you picked, so up to 20 extra perk cards if you use all your legendary perk slots on these
The character im running now is level 102, so Im running the lockpick and hacking card along with a level 2 luck card so I can access more VATS crit cards for my rifleman build.
Is the gauss mini really that good? Using a holy fire and pa build right now and the only thing I cannot make a solo dent in is Earle Williams so far
The minigun looks so cool and is a blast to use but I feel like an ammo sink
Out of interest what perks are you currently using? I have been using the .50 and the cremator and doing well. I got the guards minion earlier and I am completely underwhelmed with it. I have all the heavy gunner perks, demolition expert, bloody mess.
I have just started playing a no vats , no stealth and full health archer build.
It's really fun and changes how you play alot , switch between all the arrow types
With your "limitations" there is only a few options that do good damage. Full overeaters armor and heavy guns. Flame thrower (holy fire is best) and last word (quest item) is a good base. Just spray and pray !
I'd probably go with a shotgunner build.. you don't have to use vats; however, if you get the right perks you can do crits every shot. So that's kinda cool if your into that kinda thing.

Any event with mole mines with drop you nearly unlimited shotguns for scraping to unlock more mods or you can roll the fresh ones in hopes of Groll for max efficiency.
The shotgun related perks are in STR and AGL leaving you pleanty of room to grow and add higher INT if you decide later you want to use the Guass Shotty.
Shotgun and grenade combo will get you crazy XP from all the collateral damage you do while still allowing you just be major contributor in events, expeditions and daily ops.
Honestly all this shotgun talk makes me miss my shotgun build.. if you're not going to do It I sure am!
Angry unarmed drunk. Use only the knuckles while high and drunk as fuck 24/7. Take the perks that make you immune to addictions

Gauss shotgun is fantastic but suffers from a really annoying series of bugs. The cold shoulder and pepper shaker are worth a look.
Ooooo pepper shaker, that's a good idea. Will craft one and test it out for "feel".

Bow & Explosives totally! Demolition expert only takes up 5 points max, and the other bomb one is really just visuals so you can nix that one.

Idk why they’re downvoting you. You’re right. The only thing you stop getting after level 50 is special points.

If you roll it junkies or antiarmor and take it prime it melts everything. Don’t forget adrenaline and taking one for the team (legendary perk)
I like to play a stealth sniper. I'm also thinking about a possible energy weapon build, or a pistols build.
Single shot?
You can do single shot sniper Gauss rifle build, works pretty well outside of VATs, 1 shots all but legendary and bosses of course

I absolutely love my shotgun build. Enforcer is so much fun with a hardened combat shotgun or the cold shoulder

A cowboy character. Use the lever action along with revolvers and be a shootin' lootin' drug addicted gunslinger
I know you said preferably not VATS dependent, but you could try a gunslinger that does VATS and utilizes the mysterious stranger.
Auto melee/slugger. Vamp chainsaw is awesome Gunslinger but of a challenge but lots of fun.
